Despite challenging market conditions, global capital expenditure (Capex) on FLNG facilities is forecast to increase significantly over the 2016-2022 period. The protracted oil price downturn has impacted the sanctioning of capital intensive liquefaction units over the last 24 months. However, the need to move towards cleaner sources of energy and diversify gas supply has stimulated the floating regasification market – over 14 countries are expected to commission their first floating import unit over the forecast period.
 

Global expenditure is expected to peak in 2017 as the first wave of sanctioned projects come onstream. Reduced project sanctioning will likely impact the market towards the end of the decade – with expenditure forecast to decline significantly in 2019 – before stagnating over the 2019-2021 period. Long term prospects are positive, a marginal uptick in spending is expected in 2022, driven by the sanctioning of a second wave of capital intensive liquefaction projects. Over the forecast period, Africa and Asia will be key areas for liquefaction and regasification units – with both regions accounting for 54% of total global expenditure. Spend in Australasia is set to decline post 2018 after the installation of the Prelude FLNG.*

    Barry K. Worthington serves as the Executive Director of the United States Energy Association (USEA) where he directs the Association’s domestic and international activities. He has served in this capacity since September 1988. Previously, he served as a Vice President of the Thomas Alva Edison Foundation and prior to that served in several capacities with Houston Lighting & Power Company, now known as Center Point.

    Mr. Worthington has written extensively on energy and environmental matters, and addresses many conferences on national and international energy issues.
    He also currently serves as a board member of the National Energy Foundation, Energy Law Foundation and the Advisory Board of the Electric Power Research Institute.
    Worthington holds a Bachelor of Science in Man & Environmental Relations from the Pennsylvania State University and a Master of Science in Studies of the Future Program from the University of Houston.

He has worked with a number of LNG import and export projects in design and operations in technical, engineering and project management roles. Boris lives with his wife and 3 children in the Chiltern Hills, and avoids bringing his work home other than taking an interest in what is in his fridge.

    He has worked in various capacities in different companies such as ACC, Hindustan Brown Boveri, and served ONGC before joining GAIL. Since then has served GAIL in various capacities and locations across the country.

    From June 2004 to October 2006 was on deputation as Managing Director to Tripura Natural Gas Company, taken over the Management Control and revived TNGCL. He introduced CNG in Agartala, the State capital, in a short period.

    He has contributed as Construction-in-charge in various GAIL’s projects. He established the Cauvery Basin as a standalone center in Tamil Nadu, JLPL phase – I and Phase II pipeline project for connecting Kandla port LPG import facility with JLPL mainline and installing the Main Booster Stations at Jaipur and Kandla in the capacity of Independent in-charge has been laudable.

    He is a professional Engineer and has passed out PG Diploma in International business strategy, a Masters Degree from IIFT, New Delhi and has extensively travelled within India and abroad.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
